There should be a trans only league, and athletes can integrate into leagues that use ones that are different from their birth sex if they have reasonable hormone levels when compared with other, biological athletes

It's a difficult question. I'd say hormone levels, but there are other circumstances that can influence the performance. The biological sex one isn't a solution because if someone has started their transition, they aren't the same phisically as their sex at birth anymore.

Biological women may compete in both sports, biological men shall only compete if they don't have the puberty advantages of testosterone.
