As I understand the s-files range from S01 - S15 (1 being the highest). I would say yes to this if rather than ALL it was to arrest level S01 - S05 (most dangerous).

Buddy, S-files aren't *only* suspected terrorists. My dad probably is in them for being a member of the CGT. So no, they shouldn't.
