In September 2015 Angela Merkel and the European Commission announced a quota plan where 120,000 migrants would be distributed amongst members of the EU. Countries who refuse to participate would face financial penalties. Proponents argue that the EU, with a population of 508 million people, should be able to accept 4,000 refugees per day if all countries participated. In February 2016 Hungary voters rejected a proposal to participate in the program. Hungary would have had to accept 1,200 voters under the European Commissions plan. See recent EU Migrant Quota news
